On September 30, 2020 the Fair Trading Commission (“the Commission”) issued its Feed-In-Tariff (FIT) Decision for renewable energy (RE) systems above 1 MW and up to 10 MW, categorised by size and technology, setting out rates at which renewable energy generators will sell energy to the Barbados Light and Power Company Limited. In accordance with the Decision, the rates to be applied to all new projects sized over 1 MW up to 5 MW shall remain applicable for eighteen (18) months until March 31, 2022 and the rates all new projects sized over 5 MW and up to 10 MW shall remain applicable for seven (7) months until March 31, 2021 or until such time as a competitive procurement framework is established.

Considering the current climate and the effects of the COVID-19 pandemic on the RE sector, production costs arising out of challenges to logistics planning and increased shipping costs inter alia - the setting of rates during this time of unstable price inputs has been challenging. Against this background, the Commission proposes to extend the Decision of the FIT for Renewable Technologies above 1MW and up to 10MW until June 30, 2022, or until the Commission determines new FITs, with appropriate terms and conditions, whichever is earlier.

Pursuant to Section 4(4) of the Fair Trading Commission (Amendment) Act, 2020 CAP. 326B of the Laws of Barbados, the Commission would like to receive comments or objections from all service providers, renewable energy producers, representatives of consumer interest groups and other parties that have an interest in this matter.
