DECISION ON THE MOTION TO REVIEW THE RENEWABLE ENERGY RIDER 

THE FAIR TRADING COMMISSION has completed the Hearing of the Motion for review of the billing arrangement and metering option of the Renewable Energy Rider Decision dated August 8, 2013 (RER Decision) pursuant to the Notice of Motion dated and filed by the Barbados Light & Power Company Limited (BL&P) on December 3, 2013. 

The Commission, after examining the submissions filed by the BL&P and the Parties to the Hearing, has made the following determination. 

1. The terms and conditions relating to the billing arrangement and metering option in the RER Decision shall be varied as follows: 

(i) All new Domestic/General Service and Employee RER customers with renewable generating systems with a capacity of 2kW and below will have the option to choose either the “sale of excess” or “buy all/sell all” billing arrangement. This choice will remain in place for the duration of the contract;
 
(ii) All new Domestic/General Service and Employee RER customers with renewable generating systems above 2kW will be billed under the “buy all/sell all” billing arrangement;
 
(iii) All new SVP and LP RER customers will be billed under the “buy all/sell all” billing arrangement;

(iv) All existing RER customers may remain with their current billing arrangement or exercise the option, within three (3) months, to change from “sale of excess” to the “buy all/sell all” billing arrangement.
 
(v) Meter Configurations 1 and 2 are both permitted. 

2. The other terms and conditions of the RER Decision will remain applicable. 

3. This Decision shall be effective from Monday, September 1st, 2014
