Chairman Jefferson Cumberbatch

Mr. Jefferson Cumberbatch was appointed as Chairman of the Fair Trading Commission on July 10th, 2015.

He received his Bachelor of Laws (Honours) in 1978 from the University of the West Indies (Barbados) and the Certificate of Legal Education in 1980 from the Hugh Wooding Law School (Trinidad). He is currently a Senior Law Lecturer and Deputy Dean of the Faculty of Law and has served the University of the West Indies in various capacities.

Mr. Cumberbatch has acted as a Justice of Appeal of the Eastern Caribbean Court of Appeal and served as Commissioner of the Regional Judicial and Legal Services Commission from 2009-2012. He is the Chairman of the Consumer Claims Tribunal, Chairman of the Anti-Money Laundering Authority and a member of the Board of the Financial Services Commission.  

Adrian M Elcock

Mr. Adrian Elcock was appointed to the Commission as Deputy Chairman on January 9, 2017.

Mr. Elcock is the Director of the Elcock Group of Companies. He received his degree in public accounting from Pace University in New York and subsequently worked with Arthur Andersen, one of the world’s largest auditing firms, before returning home to join the family business.

Mr. Elcock has served in many roles, including Chairman of the Barbados Tourism Authority, Director of the Child Care Board of Barbados, advisor to the Youth Entrepreneurship Scheme and Special Resource to the United Nations Special Convention on Youth. He is also a member of the Board of Directors of Optimist International.

Monique Taitt

Ms. Monique Taitt was appointed to the Commission on July 8, 2009 and serves on the Telecommunications panel.

Ms. Taitt is an attorney-at-law who has been in private practice for the past 20 years. Her areas of legal practice include family law, employment law, industrial relations and property law. She is also a graduate of the Chartered Secretaries Canada (ICSA) and is a Certified Professional Mediator.

Her many appointments include Chairman of the Severance Payments Appeal Tribunal (No.3) and member of the Governance Advisory Board in the Office of the Prime Minister.

Ms. Taitt received a Bachelor of Laws degree with honours from the University of the West Indies in 1987 and went on to obtain her Legal Education Certificate from the Hugh Wooding Law School. She also holds a Master of Business Administration degree from the University of Surrey.

Andrew Willoughby

Mr. Andrew Willoughby was appointed to the Commission on July 8, 2009 and serves on the Electricity panel.

Mr. Willoughby is an attorney-at-law in private practice at Arthur & Company.

Mr. Willoughby spent 16 years as a member of the Royal Barbados Police Force. During this time, he served in different capacities and was promoted to the rank of Sergeant. He later served as Police Prosecutor and in 2003 was seconded to the Solicitor General’s Chamber in the Office of the Attorney-General as Crown Counsel.

In 2000 he received his Bachelor of Laws with honours from the University of the West Indies and later received his Legal Education Certificate. 

Kendrid Sargeant

Mr. Kendrid Sargeant was appointed to the Commission on July 8, 2009 and serves on the Fair Competition panel.He is an attorney-at-law in private practice specialising in criminal and civil law at Arthur & Company.

Mr. Sargeant joined the Royal Barbados Police Force in 1985 and in his 20-year tenure worked in the Human Resources, Research and Development and General Patrol departments. During this time, he received commendation for special and meritorious Police Duties.

He is a graduate of the University of the West Indies, where he first received a Bachelor of Arts degree in History followed by a Master of Laws in Legislative Drafting. He then completed a Bachelor of Laws before obtaining the Legal Education Certificate.

Mr. Sargeant has conducted several training courses in specialty areas such as Human Rights and Ethics, Basic International Law and Criminal Law.  

Dr. Philmore Alleyne

Dr. Philmore Alleyne is a Chartered Accountant by profession. He is a Fellow of the Association of Chartered and Certified Accountants (UK) (FCCA) and a member of the Institute of Chartered Accountants of Barbados (ICAB).

He has a Bachelor of Science (BSc) in Accounting from the University of the West Indies (UWI), a Master of Business Administration (MBA) from Oxford Brookes University and a Doctor of Philosophy (PhD) in Accounting from the University of Bradford, both in the UK. He currently heads the Department of Management Studies at UWI Cave Hill Campus.

Dr. Alleyne was previously employed as Audit Manager at an accounting firm. He has conducted audits of IDB and World Bank financed projects and was involved in the preparation of feasibility studies for the Public Utilities Board.

Dr. Alleyne’s areas of expertise include audit and forensic accounting services, general accounting services, tax advice and management consultancy. He has written extensively in both regional and international refereed academic journals and serves as a member of several international advisory and editorial boards.

Dawood Pandor

Mr. Dawood Pandor was appointed to the Commission on July 10th, 2015.

After receiving a Barbados Scholarship in 1989, Mr. Pandor received a Bachelor of Engineering degree in Civil Engineering from Imperial College, University of London and a Master of Science degree in Civil Engineering from the Massachusetts Institute of Technology.

Mr. Pandor is a Chartered Structural Engineer and has worked overseas on engineering projects in the United Kingdom, Saudi Arabia, New York and Trinidad. He is currently a Principal Consultant at Professional Engineering Services Ltd.

Dr. Donley Carrington

Mr. Donley Carrington was appointed to the Commission on July 10th, 2015. He is a certified teacher and accountant and received his PhD in Accounting from the University of Hull in 2009.

A former secondary school teacher and current University of the West Indies Lecturer in Accounting, Dr. Carrington has also served as Deputy Dean in the Faculty of Social Sciences at the University of the West Indies.

He has acted as Chief Examiner for CAPE Accounting for the Caribbean Examinations Council and Training Course Facilitator in management, accounting and finance for various public and private sector entities. Commissioner Carrington is also the Chairman of the Finance Committee of the Anglican Diocese of Barbados.
