The Fair Trading Commission is seeking to recruit individuals to fill the following positions:-
1. Telecommunications Analyst
The Telecommunications Analyst will be part of the Utility Regulation team and will report to the Director of Utility Regulation.
The successful applicant will be required to:
  • Provide technical advice to the Commission in respect of the regulated telecommunications service providers;
  • Be responsible for the ongoing analysis and evaluation of all related activities; 
  • Review and evaluate data submitted by the regulated service provider(s);
  • Provide expert advice, which may include analysis and preparation of documents for regulatory purposes and public hearings;
  • Monitor and investigate consumer complaints.
The successful candidate should:-
  • Hold a Master’s degree in Economics, Business, Engineering or other relevant discipline and have four year’s experience at a senior level;
  • Have knowledge of business, finance, consumer trends and technology;
  • Possess good presentation and report writing skills.
Previous experience in a regulatory environment would be an asset.
2. Legal Officer/Senior Legal Officer
The Legal Officer will report to the General Legal Counsel and must be a practising Attorney-at-Law, with not less than three years’ experience.
The successful applicant will be required to: 
  • Conduct extensive legal research and assist a team of economists, financial analysts, accountants and engineers in proceedings of the Commission;
  • Prepare legal opinions in the area(s) of administrative law, consumer protection, fair competition and utility regulation; 
  • Assist in preparing and presenting matters before the courts of Barbados.
Experience in a regulatory or compliance environment would be an asset.
For the position of Senior Legal Officer, the successful candidate will be required to lead on all matters that are before the Commission in the absence of the General Legal Counsel and should:-
  • Be an Attorney-at-Law of not less than five years’ standing and have experience in litigation;
  • Be familiar with regulatory policies and procedures, utility regulation, consumer protection, fair competition and administrative laws; 
  • Possess a proven track record for high quality output;
  • Have strong communication and interpersonal skills.
Previous experience gained through association with an enforcement or regulatory agency would be an asset.
