BARBADOS LIGHT & POWER COMPANY LIMITED’S APPLICATION FOR THE RECOVERY OF THE RENTAL AND OPERATING COSTS OF 11 MW OF TEMPORARY AGGREKO GENERATOR UNITS THROUGH THE FUEL CLAUSE ADJUSTMENT
 
The Fair Trading Commission (“the Commission”) remains committed to ensuring that the public receives a safe, adequate, efficient and reasonable electricity service. This regulatory oversight of the Commission brings into perspective the importance of ensuring that generation adequacy and security of supply of the power system is not compromised, specifically as Barbados transitions to a dominant renewable energy (RE) power supply by 2030.
 
On January 29, 2024, the Barbados Light & Power Company Limited (BLPC) submitted an Application to the Commission for the Recovery of the Rental and Operating Costs of 11 MW of temporary Aggreko Generator Units through the Fuel Clause Adjustment (FCA).
 
On October 29, 2024, the Commission issued its Decision on the BLPC’s Application.
 
The Commission approved the following:
1. The rental of Aggreko units, 11 MW in capacity for a period of at least twelve (12) consecutive months from the actual commercial operation date of the units with the possibility of a further twelve (12) months being granted where the Commission is satisfied that market conditions sufficiently warrant the need for additional capacity at that time.
2. Costs associated with the rental of the 11 MW capacity for recovery via the FCA commencing one (1) month from the date of this Decision for the approved period. The approved additional capacity is expected to bolster BLPC’s capacity reserve provision over the twelve (12) month term in order to mitigate the impact of the high penetration of RE online.
